Social Security Institution Biometric Identity Verification System is in operation again by virtue of the decision of the Constitutional Court.
The proceeding about Biometric Identity Verification in private hospitals and related parts of the SUT (Declaration of Health Care Application) which is the basis of this proceeding was suspended of executed by virtue of the decision dated Sep. 11, 2014 of Council of State in the case sued by The Union of Laborer in Social and Health Care.
Social Security Institution (SSI) made an announcement themed “Biometric Identity Verification System” in Oct. 8, 2014 after the decision of the Constitutional Court. SSI had given directions about getting provision without utilizing Biometric Identity Verification System and the regulations about Biometric Identity Verification System would be announced from the portal of institution.
THE CONSTITUTIONAL COURT HAS DECIDED THE REJECTION OF OBJECTION
In the judgement of Constitutional Court published in Official Gazette dated April 3, 2015, it was decided that the inscription attached on the 3rd of the 67th clause of General Health Insurance Law with the 1st clause dated March 1, 2012 of the law no. 6283. Suspension of execution was cancelled by Council of State according to the decision of Constitutional Court.
MEDULA IS NOT GOING TO GIVE PROVISION WITHOUT BIOMETRIC IDENTITY VERIFICATION
SGK has announced that MEDULA would not give provision without Biometric Identity Verification from this day forth.
The announcement : “MEDULA is still giving provision both using biometric identity verification system by receiving approval of people and without using biometric identity verification system. But, as of the date of May 15, 2015 when the citizens whose medical care is provided by our institution consult to private hospitals, MEDULA will not give provision without biometric identity verification except for exceptional case in accordance with applicable law. In this context, private hospitals should take due precautions and complete the preparations until the date May 15, 2015 in order to prevent citizens whose medical care is provided by our institution be aggrieved.”
IN WHICH CASES BIOMETRIC IDENTITY IS NOT GOING TO BE VERIFIED?
- Citizens under the age 12 and over the age 75,
- Citizens who do not have both extremity (with no hands),
- Emergency patients,
- Citizens who have both palm or one of the middle, index, ring, thumb, little fingers problems,
- Citizens whose biometric data can not be verified due to the reasons such that cerebral palsy, upper extremity paralysis, and etc, spastic or autistic citizens,
- Citizens who consult for transplantation as donors,
The above-mentioned citizens having General Health Insurance will be able to utilize the health care if they consult with their identity card, driving license, passport or marriage license.
